Sometimes old polish can cause bubbles to appear, and polish that has been thinned with remover or thinner can bubble, too. If you are using a spray-on nail dryer and then applying polish over this, the residue from the drying solution can cause bubbles, and an air blowing dryer can do the same thing if the air is too warm or the source is too close to the nails.
